How to inspect alloy steel products exported to China?
How do alloy steel products exported to China pass the customs inspection? What programs are there?
1. On-site inspection
The Customs randomly selects representative samples from each inspection batch (primary alloy steel products of the same product name, brand, and specification produced by the same manufacturer) for on-site inspection. Sampling rules refer to GB/T 20066-2006 and SN/T 1323 and other relevant regulations as well as technical requirements agreed by both parties in trade contracts.
(1) Check the cargo certificate. Check whether the name, mark, product identification, brand, etc. of the goods declared in each inspection batch are consistent with the declaration materials.
(2) Appearance inspection. The surface of the sample should be clean, and there should be no visible reconnection, overlapping, skinning, scarring and inclusions; no scratches, abrasions, indentations, pits, bumps and wrinkles with a depth or height greater than 3mm; no There are cracks with a depth greater than 2mm. If there are surface quality requirements in the corresponding inspection basis, the inspection shall be carried out at the same time.
(3) Dimensional inspection. Measure the dimensions of the sample using a calibrated tape measure, caliper, micrometer and other suitable measuring tools.
4. Laboratory testing
After the on-site inspection of the samples taken, they should all be sent to the laboratory for testing. The testing items mainly include chemical components (carbon, chromium, aluminum, boron, cobalt, copper, lead, manganese, molybdenum, nickel, niobium, silicon, titanium, tungsten, vanadium, zirconium, sulfur, phosphorus and other elements) and low magnification. The specific inspection items are determined according to the corresponding inspection basis.
3. Judgment of inspection results
1. If the information of the goods is consistent with the declared information, the goods certificate shall be determined to be consistent, otherwise, the whole batch of goods shall be determined to be unqualified.
2. If the surface quality meets the relevant technical requirements, it will be judged that the appearance inspection is qualified, otherwise the whole batch of goods will be judged to be unqualified.
3. If the size complies with the regulations of the tariff commodity and item annotation and relevant technical requirements, the size inspection shall be judged to be qualified; otherwise, the whole batch of goods shall be judged to be unqualified.
4. If the test items all meet the technical requirements of the relevant inspection basis, the laboratory test is judged to be qualified, otherwise the whole batch of goods is judged to be unqualified.
5. If all inspection items are qualified, the whole batch of goods is judged to be qualified; if one of them is unqualified, the follow-up inspection link can be terminated and the whole batch of goods is judged to be unqualified.
